Intermediate appellate court hearing appeals and original proceedings in civil and criminal cases from Dallas, Collin, Rockwall, Grayson, Kaufman, and Hunt counties (and formerly Van Zandt county), with combined population of over 3,300,000.

Authored over 1,000 published judicial opinions and hundreds of unpublished opinions (available on Court's website).

Commissioned by Governor to sit for recused Texas Supreme Court justice; authored Supreme Court's plurality opinion (St. Joseph's Hospital v. Wolff, 94 S.W.3d 514 (2003).

Complete management responsibility for independent regulatory commission regional office (18 employees, including nine attorneys) enforcing federal antitrust and consumer protection laws in Texas, New Mexico, Oklahoma, Arkansas, and Louisiana. Approved opening, closing, and strategy in all investigations. Designed and implemented program to provide testimony on state legislative and regulatory proposals affecting consumers within region.

Antitrust enforcement focus on horizontal agreements and state-imposed restraints on competition in health and non-health professions. Conducted pre-merger antitrust review of mergers and joint ventures in the oilfield equipment, service, and supply industries.

Consumer protection enforcement focus on credit, leasing, and credit reporting; deceptive or fraudulent investments; advertising substantiation; franchising; and industry-specific consumer regulations.
